Where to get Naloxone in New York State
We are grateful to the New York State Department of Health for their leadership in proactively expanding naloxone access across the state. Below are ways that you can obtain naloxone.
Pharmacies
New York State has more than 2,100 pharmacies that have standing orders in place. Standing orders allow pharmacies to provide naloxone to individuals without a prescription. Cost will vary depending on insurance coverage. To support individuals in obtaining naloxone from pharmacies, New York State has created the Naloxone Co-payment Assistance Program (N-CAP). Through N-CAP, individuals who have prescription drug coverage can have up to $40 of the cost of naloxone co-payments covered. For more information about N-CAP, please visit our N-CAP page or the N-CAP site at NYSDOH. An online directory of participating pharmacies can be found online HERE.
Registered Opioid Overdose Prevention Programs
Opioid Overdose Prevention Programs (OOPP) are registered by the New York State Department of Health to provide opioid overdose response trainings and in many cases, to dispense free naloxone to trained responders. Please note that not all OOPPs provide training to the public. Please contact the OOPP closest to you to learn more.

Syringe Exchange Programs
There are eight syringe exchange programs located in upstate New York. All syringe exchange programs are registered Opioid Overdose Prevention Programs and provide opioid overdose response training and naloxone free of charge. In addition, many syringe exchange programs are mobile, and can provide training to individual and groups outside of their traditional office location.
